Description :
	为什么我没有收到CCKM 寄送的SMTP 邮件? 我确定电子邮件地址及SMTP server都妥善设定了.

Solution :
	为了减少email发送, SMTP的发送规则是: 1. 累计100条log发送一个mail, 该mail 包含这100条log. 2. 如果30分钟内没有累计100条log, 也发送一个mail，包含所有没发送过的log. 3. 如果期间发生了Error的Log, 则立即发送mail.
